My State lic. is expired im just starting my path towards a Passport. anything I should know before renewing my state lic. they will ask for a s.s.

Im thinking I need to do some thing like a letter with the state before I engage in another contract?  I know the REAL ID is not an option

Under the constitution you have a right to contract or not with anybody. I would write a letter of decline the offer of accepts of the renewal and get it notarizes. Then send them a copy certify by mail and also hand a copy to official person in the DMV and take a picture of the transaction. also when you give them your document get a name of the person you are dealing with for your record.  May I add do a video recording of it because its in a public place and you are conducting business there. There is and other option is to sign everything under U.C.C. 1-308 ON THE DRIVER LIC where you sign it and you must put exactly exp U.C.C.1-308 R/R right next to your signature. If they tell you they do not accept that form of signing it then request them them to give  a statue where it tell you on how to sign a agreement. You are reserving your rights because you are performing a contract under their rules in order to make a living by using you motor vehicle and not a automobile.  Don't Forget U.C.C. this are rules and regulation of doing business. DMV is a business not statues which are policies.

The majority of people assume an autograph is the same as a signature. There are some very important differences. A legal signature is a agreement that you sign that can be use as evidence.  An autograph on the other hand, is more or less a signed name as not legal document. 

ยง 1-308. Performance or Acceptance Under Reservation of Rights. (a) A party that with explicit reservation of rights performs or promises performance or assents to performance in a manner demanded or offered by the other party does not thereby prejudice the rights reserved.

admiralty court are performance court.  You have to perform by there rule or you may get punished.  If you signed a document under 1-308 you are not held to be liable outcome of a decision because you were force to sign something in order to perform and you did not completely volunteered to do so.
